Find the Sea Crystal.

Make your way back to the main hub by going past the pool with broken stones, outside, back through the area where you found the container in the pillar, until you reach the water tunnel, then swim up to the arched columns, exit, returning through the archway where the button is to your left on the ledge overlooking the water below (Shot 1), then go through the archway right, to the ledge overlooking the large fountain, go around the ledge through the opposite doorway, make a left up the ramp, through the room with the water tunnel (Shot 2), out the tunnel to the right (Shot 3), go outside and make a right through the gold door into a room that's a ledge overlooking a water tunnel. Jump into the tunnel and exit on the lower level to use the Mana Shrine (Shot 4), then jump back into the tunnel and swim down, entering an underwater passage that leads to Andoria Academic Quarter (Shot 5). Starting in the Quarter, you surface, go out either way and break the potted plants on the upper ledge for goods. Explore the area to find locked doors, so take the rectangular water pool in the main room and swim through a tunnel up into an area with raised octagon platforms (Shot 6). Use the Silver Armor Shrine in the water. Use the stone sticking from the wall to climb up, then jump across the platform to the open crack. You will enter a room with a shell mural, a button on the floor near a door, a fountain, and a single shell design near the button (Shot 7). Push the single shell design to open the shell mural for secret goods, jump into the fountain to find and push a button, then walk over the button near the door to leave. Go straight through the four-way room, walk over the button, through the door opposite that opens, and repeat what you just did in the first room that matches this one. This will complete a sequence to open a door in the four-way room. Go to that door and enter a large open area where the Phoenix Bow is enclosed (Shot 8). Walk across the area to either green door at the base of the ramps and enter a small enclosed room with stairs leading up to the outside platform. Walk up the stairs, throw the switch to get the Phoenix Bow, jump down, grab it and enter the lower door near the bow cage. Use the Spirit Shrine, dive into the water tube and exit into a large enclosed area with a pair of wading pools. Get combo mana in the pools, then go through either tunnel in the water (Shot 9), following it out of the water to a ramp that leads to the Sea Crystal room (Shot 10). Go up the ramp, grab the Sea Crystal without falling, go back down the ramp and use the Blade Shrine, then exit using the ramp going up, left of the Shrine when facing it. Breaking out the grate in the floor drops you to where you were below. Continue up the steps and through the halls to a room with a water tube going up and a fountain right of the tube. Dive into the fountain to get secret goods, then take the tube up to a small room with a closed cage door and a switch (Shot 11). Throw the switch to exit, enter the arch straight ahead, dive into the pool and swim back to the Plaza. Make your way through the Plaza to the Healer's Tower by: Exiting the water tube in its center, or jump down from the top to the level where the Mana Shrine is. Leave through the gold door and enter the main fountain area (Shot 12), make a right through the small blue room, left down the ramp, hop left, continue until you find the bridge, go across and through the door, using the underwater button in the rectangular trough to get through the next door (Shot 13), then down the steps underwater, grab the secret flask you uncovered, swim forward and surface, noticing more secret goods have been revealed. Grab them and exit to the Tower. Go left, down the steps into the water trough, turn right and follow it around, up steps through some coves, to another trough area where you will see the small tapeziodal opening in the wall leading to the Healer (Shot 14). Return to him and he will give you instruction. Ride the lift up to his lab, make the potion (Shot 15), return to the Healer and give it to him. Hear the bad news and a new exit will open with teleportation field (Shot 16). Teleport to the next level Kell Caves.
